England’s Home Office reported 1,803 football-related arrests during the 2024-25 domestic season, an annual decline of 12% even as crowds returned to pre-pandemic levels. The arrest rate eased to 4.2 per 100,000 attendees across roughly 46 million match-day spectators. Manchester United supporters accounted for a league-high 121 arrests, overtaking West Ham United, whose fans had topped the list for the previous three years but slipped to 77. Manchester City ranked second with 94 arrests. Arsenal recorded the sharpest improvement, with arrests falling by 43 year-on-year, while Aston Villa posted the largest increase, rising from 26 to 71. Public-disorder offences made up almost one-third of all arrests, followed by violent disorder at 22% and possession of Class A drugs at 19%. Despite fewer overall arrests, incidents were reported at half of all regulated matches, reflecting continued policing pressure on clubs and authorities to curb match-day disorder.
