China is accelerating financial support for scientific and technological innovation as part of its broader strategy to achieve technological self-reliance and economic strength. The government has introduced a 15-point plan to build a tech-finance system aligned with innovation goals, including consistency reviews of major policies. A USD 138 billion venture capital fund has been launched to bolster self-reliance in key sectors such as bio-manufacturing, quantum computing, artificial intelligence (AI), and 6G technology. Southwest China's Sichuan province has released an action plan targeting leadership in brain-computer interface (BCI) and human-machine interaction technologies by 2030, aiming to conduct 3,000 invasive BCI surgeries annually. The BCI industry in China reached a market size of 3.2 billion yuan in 2024, expected to grow beyond 3.8 billion yuan in 2025 and surpass 5.5 billion yuan by 2027. A Shanghai-based medical technology firm demonstrated an invasive BCI system enabling an amputee to control a computer and play games through thought. Additionally, China’s digital economy core industries are projected to exceed 10% of GDP by the end of 2025, with computing power expected to surpass 300 exaFLOPS. These developments reflect China’s intensified efforts to establish global leadership in advanced technology sectors through coordinated national and regional policies.
