
An investigation by BART's Inspector General has revealed a time theft scheme involving three employees who were found to be clocking in for supposed 10-hour shifts but then leaving to spend much or all of their time at home, effectively not working while still collecting their pay, including regular salary and overtime. This pattern of behavior has led to criminal fraud charges being filed by the San Mateo County District Attorney's Office against at least one former employee. Further investigations have substantiated additional instances of time theft by BART employees, with the agency's independent fraud watchdog uncovering several new cases. These employees were also receiving regular salary and overtime payments for the time they were not actually working.
