Additionally, the CNMC has stated that it requires more resources to comply with a government order against telephone fraud, and it has proposed deregulating the fiber network, which would relieve Telefónica from the obligation to share its infrastructure with competitors due to the emergence of new players like Masorange and Zegona. Minor shareholders of Sabadell plan to appeal the CNMC's decision to deny their participation in the BBVA takeover assessment.
