Sheinbaum Backs Electoral Reform as Hugo Aguilar Leads Suprema Corte and PAN to Preside Chamber of Deputies

As Mexico prepares for the inauguration of the new Poder Judicial on September 1, 2025, President Claudia Sheinbaum has acknowledged Hugo Aguilar as the president-elect of the Suprema Corte de Justicia de la Nación. The government has initiated a Presidential Commission for Electoral Reform, with Sheinbaum emphasizing the importance of the Electoral Tribunal's decision not to annul the recent Judicial Election despite the use of accordion ballots. The proposed electoral reform, originally advanced by former President Andrés Manuel López Obrador and now supported by Sheinbaum, has sparked debate regarding its potential impact on minority political representation, particularly the possible elimination of proportional representation seats known as "pluris." Pablo Gómez, president of the Electoral Reform Commission, criticized the current quota and favoritism system, calling it detrimental and advocating for new forms of representation. Morena's Sergio Gutiérrez Luna confirmed that the opposition party PAN, as the second-largest political force, will preside over the Chamber of Deputies in the upcoming legislative year, a stance supported by Morena despite some opposition complaints about exclusion from the reform process. Former presidents of the National Electoral Institute (INE) and Federal Electoral Institute (IFE), along with political leaders and academics, have called for a consensual electoral reform and inclusive public debate involving all political parties. Meanwhile, PAN has proposed introducing a presidential runoff election. Critics like Federico Reyes Heroles have described the reform as a trap for citizens, highlighting the contentious nature of the ongoing discussions.
