The Arizona Cardinals announced 12 cuts, the Chicago Bears released 17 players, and the Miami Dolphins moved on from veteran cornerback Mike Hilton as part of broader efforts to comply with the same roster mandate. More than 1,100 players are expected to hit waivers before teams begin assembling 16-man practice squads on Wednesday.
