The South American Defense Conference commenced in Argentina with U.S. Southern Command (SOUTHCOM) Commander Admiral Alvin Holsey addressing regional security challenges. Holsey highlighted the escalating threat posed by transnational criminal organizations operating across the Americas, spanning from the Andean Ridge to the Strait of Magellan. He also warned about China's efforts to expand its authoritarian model and leverage strategic infrastructure, including ports and space assets, to project power in the region. Following the conference, Admiral Holsey traveled to Paraguay to engage with national leaders, including President Santiago Peña, Defense Minister Óscar González, and Chief of Defense General César Augusto Moreno Landaira. Discussions focused on strengthening the longstanding U.S.-Paraguay security partnership and enhancing defense cooperation. In recognition of these efforts, Holsey received the “Order of Merit of the Military Forces Command General of Division Bernardino Caballero” Decoration in the rank of Grand Cross from President Peña. Paraguay reaffirmed its commitment to defending democracy and condemned terrorist attacks in Colombia for their impact on innocent civilians and democratic stability.
