Washington, D.C. Mayor Muriel Bowser said Monday that deploying the U.S. military against American citizens on domestic soil would be unlawful, calling the principle "a fairly widely held fact." Bowser, speaking at an appearance in the capital, added that although she is not an attorney, she believes a broad consensus exists that such an action would violate constitutional and statutory limits on the use of the armed forces inside the United States.
