US STATE DEPT: TRUMP ADMINISTRATION UNEQUIVOCALLY REJECTS NET ZERO FRAMEWORK PROPOSAL BEFORE INTERNATIONAL MARITIME ORGANIZATION
The Trump administration on 12 August formally rejected the International Maritime Organization’s proposed “Net-Zero Framework,” a plan designed to cut greenhouse-gas emissions from the global shipping industry and introduce a worldwide carbon levy on maritime fuel. In a joint statement, Secretary of State Marco Rubio, Commerce Secretary Howard Lutnick, Energy Secretary Chris Wright and Transportation Secretary Sean Duffy said the United States “unequivocally” opposes the measure, arguing it would raise costs for American consumers, energy producers, shipping companies and tourists. The International Maritime Organization is scheduled to consider adopting the framework at its October 2025 assembly. Washington’s refusal sets up a clash with governments and environmental groups pushing for faster decarbonisation of the sector, which accounts for roughly 3% of global carbon emissions. Separately, the China Federation of Logistics & Purchasing criticised recent U.S. trade restrictions imposed after a Section 301 investigation into China’s maritime, logistics and shipbuilding industries. The Beijing-based association warned the measures could raise international logistics costs and disrupt supply chains, underscoring broader tensions in maritime trade policy between the world’s two largest economies.
