A recent audit of the Foreign Affairs Department, led by Minister Melanie Joly, has uncovered significant irregularities in the hiring of consultants. Over the past five years, the department has signed over 8,000 consulting service contracts, totaling approximately $567 million. The audit revealed that 26% of these contracts exhibited irregularities, including conflicts of interest and non-compliance with the Financial Administration Act. Some contracts were improperly signed or broken up into smaller parts to evade competitive bidding processes.
