Authorities in Guangzhou, China, have issued arrest warrants and offered cash rewards of 10,000 yuan (approximately $1,390) each for information leading to the capture of 20 individuals accused of being members of Taiwan's military cyber unit, the Information, Communications and Electronic Force Command (ICEFCOM), which was established in 2017. Chinese officials allege that these suspects, whose names, photographs, and Taiwan identity numbers have been made public, are responsible for organizing and executing cyberattacks on a technology company in Guangzhou that resulted in a service outage and data leak, as well as on over 1,000 network systems in key sectors across 10 provinces, including military, aerospace, government departments, energy, transportation, maritime affairs, and research firms in China, Hong Kong, and Macau. China claims the cyberattacks were supported by Taiwan's ruling Democratic Progressive Party (DPP) and carried out in cooperation with U.S. intelligence agencies, including the National Security Agency and Central Intelligence Agency, as part of broader efforts to conduct public opinion and cognitive warfare against China. Ning Enwei was named as one of the 20 suspects, and the group is alleged to have operated five advanced persistent threat (APT) groups. In addition to the wanted notices, Chinese authorities announced punitive measures against Sicuens International Co., Ltd., a Taiwan-based company, banning it from conducting business with mainland entities due to its alleged links to individuals supporting Taiwan independence. Taiwan's defense ministry has strongly denied the allegations, stating that its cyber unit's mission is to protect national security and that it does not conduct 'corporate cyber attacks.' Taiwanese officials accuse Beijing of fabricating the charges and using the bounty as intimidation, while also highlighting recent international criticism of alleged Chinese cyber activities.
