China has widened its social safety net for people with disabilities, with more than 95% of disabled citizens now enrolled in the country’s basic medical-insurance program and over 90% covered by basic old-age insurance, according to Cheng Kai, chairman of the China Disabled Persons' Federation. Cheng released the figures at a State Council Information Office briefing in Beijing on 22 July. Educational access has also expanded. The enrollment rate of children and adolescents with disabilities in the nine-year compulsory-education system has reached 97%, and universities are admitting more than 30,000 disabled students annually, the federation said. Economic gains are keeping pace with national growth: the average annual net income of households that include disabled members increased 6.9% between 2020 and 2023, roughly matching China’s GDP growth rate over the same period. Targeted welfare programs have grown alongside income. By June 2025, living allowances supported 11.88 million disabled people in financial difficulty, while nursing subsidies reached 16.4 million with severe disabilities. A campaign for barrier-free home renovations has upgraded 1.28 million households, surpassing its five-year goal.
