Chinese Premier Li Qiang proposed the establishment of a global artificial intelligence (AI) cooperation organization during the 2025 World Artificial Intelligence Conference (WAIC) in Shanghai. The proposed organization aims to foster international collaboration, unify global AI governance standards, and address fragmented regulation in the field. China is positioning itself as a key player in shaping global AI governance and as an alternative to the United States amid competition for influence over AI technology. Premier Li emphasized the need for a global framework and rules with broad consensus to guide AI development and use. The Chinese government is considering Shanghai as the tentative headquarters for this new organization. Additionally, China expressed willingness to share its AI advancements, promote open-source development, and support developing countries, particularly in the global south. Premier Li also highlighted challenges such as bottlenecks in chip supplies that hinder AI innovation. This initiative reflects China's commitment to multilateralism and global governance through consultation and joint efforts.
