NYT - TRUMP ADMIN ORDERS HALT TO $4 BILLION RHODE ISLAND OFFSHORE WIND FARM
The Trump administration on 22 August ordered Denmark-based Orsted A/S to halt all activity on its Revolution Wind offshore farm off the coasts of Rhode Island and Connecticut. In a letter signed by Bureau of Ocean Energy Management acting director Matthew Giacona, the government cited unspecified national-security concerns and said no work may resume until a federal review is completed. Revolution Wind is a $4 billion, 65-turbine project that is roughly 70% built and was expected to supply electricity for more than 350,000 homes in Rhode Island and Connecticut by next spring. The stop-work order pauses installation and commissioning of turbines that have already begun producing power during testing. Orsted said it is "evaluating all options," including possible legal action, but still aims to finish the project. Connecticut Attorney General William Tong said the state is reviewing legal responses, while industry group National Ocean Industries Association warned the delay threatens jobs and contracts tied to the offshore-wind supply chain. The move extends a string of administration actions that have unsettled the U.S. wind sector, including a Commerce Department investigation this week into imported turbine components and the recent reversal of federal approvals for other large projects. Orsted, which earlier this month sought an additional $9.4 billion from shareholders to shore up its U.S. build-out, now faces a further setback as the policy climate for renewables tightens.
