Bluesky Overhauls Rules to Meet EU, UK and US Online-Safety Laws

Social-media start-up Bluesky has rewritten its Community Guidelines, privacy rules and copyright policies in the most extensive overhaul since the platform’s 2023 launch. The company said the revisions are designed to give users clearer information on safety procedures, appeals and dispute resolution while bringing the service into line with new legal requirements in its three largest markets. The update explicitly aims to comply with the European Union’s Digital Services Act, the U.K.’s Online Safety Act and the U.S. TAKE IT DOWN Act. Among other changes, Bluesky will require age-verification in the U.K. for accounts that access adult content and introduce an “informal dispute resolution” process that lets users speak with staff by phone before pursuing arbitration or court action. The re-drafted Community Guidelines—built around the principles of Safety First, Respect Others, Be Authentic and Follow the Rules—ban content that promotes violence, sexualizes minors or includes non-consensual data sharing, and prohibit hate speech and exploitative deepfakes. Bluesky is accepting public feedback on the guidelines until 15 October; once finalized, they will guide content moderation decisions and potential law-enforcement referrals. Separate privacy and copyright policies, which detail data retention, takedown procedures and transparency reporting, will take effect on 15 September without a comment period. Bluesky, which competes with X, Meta’s Threads and the federated Mastodon network, said the changes are intended to strike a balance between regulatory compliance and giving users tools to shape their own online communities.
