OpenAI's ChatGPT Search has experienced rapid growth in Europe, reaching an average of 41.3 million monthly active users in the European Union for the six-month period ending March 31, 2025, according to data reported by OpenAI Ireland Limited. This is up from 11.2 million average monthly users for the six months ending October 31, 2024. The user count includes both ChatGPT Search and Browse features. If ChatGPT Search surpasses 45 million monthly users, it will be classified as a 'very large' online platform under the EU's Digital Services Act (DSA), requiring OpenAI to allow users to opt out of personalized recommendations, share data with researchers and authorities, and undergo external audits. Non-compliance could result in fines of up to 6% of global turnover or temporary suspension in the EU. ChatGPT Search, launched last year, has made some progress against Google in the European search market. A September poll showed 8% of respondents would choose ChatGPT over Google as their primary search engine, though Google still processes 373 times more searches than ChatGPT. Studies have highlighted concerns about the reliability of ChatGPT Search, with one study finding it incorrectly identified 67% of searched-for articles. The platform has also faced scrutiny regarding the accuracy of news content, including from publishers with licensing agreements with OpenAI.
