The European Commission has abandoned plans for an EU-wide digital services tax that would have singled out technology groups such as Apple and Meta, according to a draft budget document seen by multiple media outlets. Dropping the proposal removes a major source of tension with Washington and is viewed as a political win for U.S. President Donald Trump, who had threatened retaliatory trade measures. In place of the digital levy, the Commission intends to introduce a broader annual charge on all companies operating in the bloc whose net turnover exceeds €50 million. Officials expect the measure, together with separate levies on non-recycled electronic waste and tobacco products, to raise about €25-30 billion per year to help service common EU debt incurred after the pandemic. The full package is due to be unveiled next Wednesday as part of the draft 2028-34 multi-annual financial framework. Any new EU tax requires unanimous backing from the 27 member states, leaving the plan’s fate uncertain amid concern from corporate lobbies and several net-contributor governments.
