OpenAI has unveiled its 'EU Economic Blueprint,' a set of proposals aimed at helping Europe harness the potential of artificial intelligence (AI) to drive sustainable economic growth. The blueprint emphasizes the need for Europe to invest in resources, simplify regulations, and ensure responsible AI development aligned with European values. The blueprint outlines four key principles: establishing and growing the foundations for AI growth, streamlining EU rules to enable AI progress, maximizing AI adoption across sectors, and ensuring AI is built responsibly. Specific initiatives proposed include a €1 billion AI Accelerator Fund, a plan to train 100 million Europeans in AI skills by 2030, and a Youth Digital Agency in AI Initiative. Additionally, the blueprint calls for a 300% expansion in computing capacity by 2030 and mentions the rollout of ChatGPT Edu in Estonia and Germany. In parallel, the global venture capital (VC) landscape saw significant activity in Q1 2025, with total funding reaching $126.3 billion, a 53.46% increase from the previous year. AI and machine learning investments led the charge, accounting for 57.87% of the total global VC funds invested during the quarter. OpenAI itself secured a $40 billion fundraising round led by SoftBank, valuing the company at $300 billion post-money. This round alone captured over 50% of U.S. VC funds and one-third of the global total, highlighting the concentration of capital in AI. However, the Asian VC market, including China, experienced a decline, with only 2,063 deals worth $12.2 billion, accounting for less than 10% of the global total. Despite fewer transactions, average deal sizes in Asia were larger. The blueprint also highlights the involvement of institutions like the Max Planck Society and Sciences Po in AI development, and the importance of training in all EU languages.
