The measure follows a month of large-scale Immigration and Customs Enforcement raids in Southern California that the mayor labeled “unlawful and chaotic.” Under the directive, departments must train staff on the city’s sanctuary ordinance, designate liaisons to report any federal activity on municipal property and draft preparedness plans within two weeks. The order also establishes a working group led by the Los Angeles Police Department and instructs the mayor’s office to file a Freedom of Information Act request seeking the dates, locations and costs of recent ICE operations and the identities of detainees. Bass simultaneously announced a relief program that will provide prepaid debit cards loaded with “a couple hundred” dollars to immigrant households that have lost income because a family member was detained. The cards are expected to be available within a week and will be funded entirely by philanthropic partners, with distribution handled by community organizations such as the Coalition for Humane Immigrant Rights of Los Angeles. The moves heighten a legal and political clash between the nation’s second-largest city and the Trump administration. Federal officials sued Los Angeles last month over its sanctuary stance, while the city is seeking to join separate litigation challenging the constitutionality of the raids.
