President Donald Trump on Thursday signed an executive order eliminating collective bargaining rights for federal unions at agencies the White House says have national-security missions. The order immediately nullifies labor agreements at bodies including NASA, the U.S. Patent and Trademark Office, the National Weather Service, the International Trade Administration and the National Environmental Satellite Data and Information Service, expanding a March directive that had already curtailed federal-sector bargaining. In a separate move the president issued a memorandum directing departments to prevent the improper use of federal grants for political lobbying. The White House said the measure is intended to ensure that taxpayer funds are not diverted to influence legislation or election campaigns and that agencies must tighten oversight of recipients’ advocacy activities. Labor organizations condemned the twin actions ahead of the Labor Day weekend. The AFL-CIO called the collective-bargaining order “an attack on workers” and said it will challenge the policy in court, while activists are planning hundreds of “Workers Over Billionaires” demonstrations nationwide on 1 September.
