A confidential report by the European Parliament’s financial directorate accuses Marine Le Pen’s National Rally and allied parties in the now-defunct Identity and Democracy group of improperly spending more than €4.3 million of parliamentary funds during the 2019-2024 legislature. The document, obtained by Le Monde and several German and Austrian media outlets, cites fictitious tenders, over-billing and donations that violated EU rules on the use of group budgets. Investigators say roughly €3.6 million went to contracts that failed basic compliance tests, including €1.7 million for the communications agency e-Politic and €1.4 million for printing firm Unanime—both linked to long-time Le Pen associate Frédéric Chatillon. A further €700,000 was distributed as donations to local charities ranging from a firefighters’ association near Paris to anti-abortion activists in Germany, while the Austrian weekly Zur Zeit allegedly received about €600,000 for advertising priced well above market rates. Philip Claeys, the group’s former secretary-general, rejected what he called “incorrect allegations,” insisting all payments were duly audited. Le Pen, no longer an MEP, said she had not examined the file and suggested any dispute was administrative. The Parliament’s administration said it is premature to comment while closing the 2019-2024 accounts, but Budget-Control Committee chair Niclas Herbst said he would seek reimbursement and may refer the matter to the EU anti-fraud office OLAF and the European Public Prosecutor. The findings deepen the legal pressure on the French far-right party. In March, a Paris court sentenced Le Pen and 24 associates over a separate €4.2 million fake-assistant scheme; an appeal is scheduled for 2026. If OLAF or prosecutors pursue the new case, RN could face further financial claw-backs and potential criminal proceedings at the European level.
