France’s prime minister announced on 9 July that the method used to calculate the diagnostic de performance énergétique (DPE) will be overhauled from 1 January 2026 to give greater weight to electric heating, aligning the rating system with the country’s largely decarbonised power mix. The reform will lower the electricity conversion coefficient to 1.9 from 2.3, a change that Matignon says will remove about 850,000 of the 5.8 million homes now graded F or G—labels that restrict their rental—and thereby ease pressure on a tight rental market. Officials argue the measure corrects a calculation bias that favoured fossil-fuel heating systems and will allow public renovation subsidies to be better targeted at dwellings that still rely on gas or oil. An implementing decree is due in September 2025, followed by a public consultation.
