Torrential rain swept across Japan’s Kanto region on 10 July, after the revived baiu seasonal front triggered a linear precipitation band during the evening rush hour. The Japan Meteorological Agency (JMA) had warned hours earlier of the rare phenomenon and progressively upgraded advisories as clouds intensified over Tokyo and surrounding prefectures. The agency issued a total of 46 “record short-time heavy rain information” bulletins, signifying rainfall that statistically occurs only once in several years. Suginami Ward recorded about 120 millimeters in one hour, while 110 millimeters fell in Nerima and 106 millimeters in Honjo, Saitama. Similar triple-digit readings were logged in Shibuya, Meguro, Gunma and parts of Yamagata, underscoring the storm’s breadth. Floodwaters swamped roads, rail underpasses and station concourses. The Meguro River in central Tokyo briefly reached the flood-danger level, prompting a level-4 alert before waters receded. Emergency crews responded to reports of submerged vehicles, a care facility in Misato, Saitama that suffered floor-level flooding, and manhole covers blown off in Yokohama. Thunderstorms also disrupted flights at Haneda and halted sections of the Tohoku Shinkansen. The central government convened an emergency disaster warning meeting and opened a liaison room to coordinate ministries, while the JMA urged residents to monitor the real-time “Kikikuru” hazard map and move to higher floors if necessary. Up to 150 millimeters of additional rain is forecast in northern and southern Kanto through 11 July, although temperatures are expected to fall after the front passes.
