The Kenya Human Rights Commission (KHRC) has issued a critical report on the Hustler Fund, describing it as structurally flawed, economically unsound, and politically motivated. The fund, intended to promote financial inclusion and support small businesses, has reportedly failed to meet its objectives, with a loan default rate of approximately 68-71%. KHRC has called for the fund's scrapping and suggested redirecting resources to more sustainable development programs. In response, Kenya Kwanza coalition leaders, including prominent figures like Musyoka and Oparanya, have defended the Hustler Fund, dismissing the KHRC report as politically motivated and emphasizing its role in lifting millions out of poverty. President William Ruto has also defended the fund, stating that 26 million Kenyans have benefited from Sh72 billion disbursed and labeling critics as "merchants of doom." Meanwhile, the Auditor-General Nancy Gathungu has revealed irregularities in the government's eCitizen digital payment platform, highlighting losses of at least Sh9 billion to Sh11 billion, including Sh2.5 billion illegally collected and Sh492 million paid to a company without a contract. Members of Parliament have called for a forensic audit and possible shutdown of the platform. The Ethics and Anti-Corruption Commission (EACC) survey identifies the Ministry of Interior as the most corrupt government institution, with police officers leading in perceived corruption cases at 27.6%, followed by Kenya Revenue Authority officials and local chiefs. The survey also notes that 25% of Kenyans have paid bribes to access public services, often under duress or as the only option. Uasin Gishu County ranks as the most corrupt county, with Baringo and Embu also highlighted for bribery linked to job recruitment and land disputes. Additionally, concerns have been raised over Kenya's Major Non-NATO Ally (MNNA) status, with a US Senator proposing a review amid reports of President Ruto's alleged links to Sudan's Rapid Support Forces (RSF). Despite these challenges, President Ruto reaffirmed Kenya's commitment to its relationship with China, emphasizing ongoing cooperation despite US congressional pressure to reconsider Kenya's MNNA status.
