An international aid worker who operated in Gaza filed a formal whistleblower complaint with the U.S. Agency for International Development’s Office of Inspector General on 15 August, alleging that the United Nations World Food Programme and the UN Office for the Coordination of Humanitarian Affairs engaged in “gross misconduct” and misused humanitarian funds. The complaint claims senior Israel Defense Forces officers offered security escorts and logistical coordination for aid deliveries, but the UN agencies rejected the assistance, leaving thousands of tons of supplies inside Gaza undistributed. The whistleblower further asserts that the agencies’ stance has impeded the U.S.– and Israel-backed Gaza Humanitarian Foundation, which says it has delivered 127 million meals since May, while Hamas has repeatedly attacked its distribution sites. According to the filing, the UN position raises questions about the potential diversion of U.S. taxpayer money intended for relief operations. Several congressional offices have obtained the complaint and are discussing possible oversight actions with State Department and USAID officials. UN spokesperson Stéphane Dujarric said the organisation “is in contact with the IDF every day” and called accusations of refusing coordination “delusional.” A World Food Programme representative said claims that the agency disrupts aid deliveries are “untrue.” USAID’s inspector-general office has not commented publicly on whether it will open an investigation.
