The Inspector General's report found that the FBI retaliated against whistleblowers by withholding security clearances and employment, despite repeated denials. The report also indicated that the FBI's actions violated federal law and lacked a clear process for employees to raise concerns of retaliation. Furthermore, it was revealed that the FBI's leadership engaged in a 'purge' of agents with conservative political beliefs. The memo calls for the establishment of a clear security clearance review process as required by federal law. The retaliation included suspending security clearances for more than a year, with some whistleblowers testifying before House lawmakers.
