Wholesale gasoline prices in Russia have climbed to record levels after drone attacks forced at least three major refineries to suspend operations. Market data show prices continuing to rise as fuel supply tightens, amplifying concerns about domestic availability ahead of the autumn harvest and winter heating seasons. Sources told Reuters that Lukoil’s Volgograd refinery, which handled 13.7 million tonnes of crude in 2024—about 5 percent of Russia’s total refining throughput—halted processing following drone strikes on 13–14 August that damaged multiple crude distillation units. The plant is expected to remain offline until at least mid-September. Separately, the Syzran refinery has also stopped production and oil intake after a similar attack last week, leaving a third unnamed facility out of action. The simultaneous shutdowns have removed a significant share of Russia’s refining capacity, driving fuel prices to new highs despite government efforts to stabilize the market.
