The Russian Investigative Committee has identified Mykolai Dziaman, commander of Ukraine's 138th Anti-Aircraft Missile Brigade, as the individual who ordered the downing of a military transport plane, an Il-76, in January 2024. The aircraft was carrying 65 Ukrainian prisoners of war when it was shot down over Russian territory. Dziaman has been placed on an international wanted list. Russian authorities also indicated that higher command within the Ukrainian Armed Forces was involved in issuing the order. The incident occurred during a prisoner exchange operation, and the investigation into this and other alleged crimes by Ukrainian forces has been concluded by the Russian Investigative Committee.
