The president has been pressing for a cease-fire, but his 15 August meeting with Russian President Vladimir Putin in Anchorage yielded little progress toward ending the conflict. Leavitt noted that Ukrainian strikes earlier this month severely damaged Russian oil refineries and argued that "both sides are not ready" to stop fighting.
