Ukrainian President Volodymyr Zelensky has instructed the government to prepare measures that would lift wartime foreign-travel restrictions for citizens aged 18 to 21, effectively raising the lower age limit for the ban on departures to 22. Since Russia’s full-scale invasion in 2022, most men aged 18–60 have been barred from leaving the country, prompting some to attempt illegal crossings. State Border Service spokesman Andrii Demchenko said the agency is expanding drone surveillance and patrols to deter such attempts. Zelensky’s proposal aims to make it easier for young Ukrainians to study, work or reunite with family abroad while maintaining ties to the country. The Cabinet must now draft and approve the necessary regulatory changes before they can take effect.
