New York City’s Charter Revision Commission has decided not to include a proposal to create open primaries on the November 2025 ballot, according to a statement from commission chair Richard Buery. The plan would have allowed the city’s more than one million unaffiliated voters to participate in a single, consolidated primary using ranked-choice voting, with the top two finishers advancing to the general election. The commission will move forward with other measures, including proposals to shift municipal elections to even-numbered years and to revise the city’s land-use process. A formal vote on final ballot language is scheduled for July 21.
