The directive marks the information "NOFORN," barring dissemination to foreign nationals, including the United Kingdom, Canada, Australia and New Zealand—members of the Five Eyes alliance formed after World War II to share signals and other intelligence. Former U.S. officials told the network the restriction could strain long-standing cooperation by denying allies access to assessments that help coordinate policy toward Moscow. Other veterans of the intelligence community countered that such limits are not unusual when national interests diverge.
