The U.S. State Department has imposed new visa restrictions on individuals and organizations involved in the trafficking of Cuban medical professionals, expanding Washington’s pressure on Havana over what officials describe as a forced-labor program that exploits doctors sent abroad by the Cuban government. Secretary Marco Rubio said the measure is intended to deny entry to anyone who profits from or facilitates the deployment of Cuban health workers under coercive conditions. Lawmakers backing the step called the program a form of modern-day slavery and urged other governments to cut ties with it.
