Deputy director Patrick Witt is expected to succeed Hines, ensuring continuity at the council just weeks before the administration is due to release further guidance on digital-asset policy. The leadership change comes as the White House seeks to consolidate its approach to cryptocurrencies amid rapid industry growth. Since being appointed in January, Hines has led a cross-agency working group that last month urged the U.S. Securities and Exchange Commission to craft bespoke rules for digital assets. He was also an architect of the GENIUS Act, a law signed by President Donald Trump in July that establishes a regulatory framework for dollar-backed stablecoins.
