The U.S. Treasury Department on 7 July issued a new Venezuela-related general license that permits liquefied petroleum gas (LPG) cargoes loaded on or before 7 July to be off-loaded in Venezuela until 12:01 a.m. Eastern Time on 5 September. Labelled General License 40D, the authorization covers transactions “ordinarily incident and necessary” to LPG delivery involving the Government of Venezuela, state oil company Petróleos de Venezuela SA (PDVSA) and entities in which PDVSA holds a 50 percent or greater stake. It maintains existing restrictions that bar payments in crude, refined products or dealings with other sanctioned parties. The two-month extension replaces the previous General License 40C first introduced in 2021, preserving an exemption the United States has framed as humanitarian while the Trump administration reinstates broader energy sanctions against Caracas. LPG remains the main cooking fuel for Venezuelan households, and the country depends on imports to meet domestic demand.
