The U.S. Department of the Treasury has issued General License No. 40D, authorizing the temporary offloading of liquefied petroleum gas (LPG) shipments in Venezuela. This authorization permits the unloading of LPG cargoes loaded on vessels on or before July 7, 2025, with the license valid until 12:01 a.m. Eastern Time on September 5, 2025. The measure allows certain transactions related to LPG imports into Venezuela despite the ongoing sanctions regime against Petroleos de Venezuela SA (PDVSA). This action represents the final renewal of the license under the Trump administration, which is winding down the permission for LPG shipments to Venezuela's state energy company. The Treasury's Office of Foreign Assets Control (OFAC) oversees the enforcement of this license, ensuring compliance with U.S. sanctions while temporarily permitting these specific petroleum gas operations.
