The Brazilian Chamber of Deputies' Constitution and Justice Commission (CCJ) has approved the Public Security Constitutional Amendment Proposal (PEC 18/2025) after months of deliberation and negotiation between the government and opposition. The PEC, which removes the exclusive legislative competence of the Union over public security and preserves the states' authority to legislate on the matter, was approved with 43 votes in favor and 23 against. The report was presented by Deputy Mendonça Filho (União Brasil-PE), who made adjustments to the original text. The proposal now proceeds to a special committee for further analysis. Meanwhile, the Chamber also approved a separate PEC that modifies the rules for the payment of precatórios (government debts with no further appeal), removing these debts from the federal spending cap starting in 2027 and establishing a gradual transition mechanism for municipalities to settle these obligations. This financial reform aims to alleviate fiscal pressure on the federal government and municipalities by extending payment deadlines and instituting limits on precatório debts. Both PECs reflect ongoing efforts by the Brazilian government to address public security and fiscal challenges through constitutional amendments.
