China is set to complete a roughly $16 billion merger of its two largest state-controlled shipbuilders this week, forming a single company called China State Shipbuilding, or CSSC. The transaction will create the world’s biggest shipbuilder by order book, combining operations that range from commercial vessels to naval warships. Beijing’s consolidation is aimed at sharpening its maritime competitiveness as the United States pursues policies to revive domestic shipyards under former President Donald Trump’s industrial strategy. The enlarged CSSC is expected to command a dominant share of global ship orders, further widening the gap with U.S. yards that have struggled with capacity and investment.
