Chinese Foreign Minister Wang Yi began a three-nation tour of South Asia by arriving in New Delhi on 18 August. He held bilateral talks with External Affairs Minister S. Jaishankar and co-chaired the 24th round of Special Representatives negotiations on the boundary question with National Security Advisor Ajit Doval. The two sides agreed on a ten-point framework and decided to form expert groups to pursue an “early harvest” on outstanding border issues, which both officials described as now “stable”. On 19 August Wang was received by Prime Minister Narendra Modi — his first audience with the Indian leader since border tensions flared in 2020. Wang delivered a personal message and a formal invitation from President Xi Jinping for Modi to attend the Shanghai Cooperation Organisation summit in Tianjin at the end of the month. Echoing remarks he made during the visit, Wang said China and India should regard each other as “partners, not rivals”, while Modi conveyed greetings to Xi and stressed the importance of restoring normal ties. Wang flew to Kabul on 20 August for the sixth China-Afghanistan-Pakistan foreign-ministers’ dialogue. Meeting Afghan Foreign Minister Amir Khan Muttaqi and Pakistani counterpart Ishaq Dar, he called for deeper development cooperation, expansion of trade routes and stronger joint action against trans-national terrorism, including the East Turkestan Islamic Movement. The three sides agreed in principle to extend elements of the China-Pakistan Economic Corridor (CPEC) to Afghanistan in order to boost regional connectivity. The Chinese minister concluded the tour in Islamabad on 21 August, co-chairing the sixth China-Pakistan Strategic Dialogue with Dar. Beijing and Islamabad committed to upgrade CPEC into what Wang termed a “growth, livelihood-enhancing, green and open corridor”, and to welcome third-party participation in projects such as the Main Line-1 railway and Gwadar Port development. Both ministers said the China-Pakistan partnership is “not targeted at any third party” and announced plans to mark the 75th anniversary of diplomatic ties in 2026.
