San Francisco prosecutors have opened a criminal investigation into Sheryl Davis, the former head of the city’s Human Rights Commission who oversaw the Dream Keeper Initiative, a $120 million program that shifted police funds to Black-focused nonprofits. Davis, who resigned last September after conflict-of-interest allegations surfaced, is already the target of civil charges accusing her of steering at least $1.5 million in city contracts to a nonprofit led by her on-and-off partner, James Spingola, and using public money for personal expenses. The widening scrutiny is reverberating through organizations that benefited from Dream Keeper grants. The twin sisters Melonie and Melorra Green on 21 August resigned as co-executive directors of the African American Art & Culture Complex after the center drew $5.39 million from the initiative despite years of delinquent filings with the state’s Registry of Charitable Trusts. The nonprofit’s board said an interim chief has been appointed and a search for permanent leadership will begin this fall. Mayor London Breed, who launched Dream Keeper in 2021 and is a longtime associate of the Green sisters, defended the program when earlier questions arose about grant oversight. Supervisor Shamann Walton, who co-sponsored the initiative, has also been linked to several grantees now under review. City officials have tightened monitoring of Dream Keeper funds and cut allocations to multiple groups, while the district attorney’s inquiry proceeds alongside the city attorney’s civil enforcement actions.
