New York City prosecutors have uncovered a scheme involving a Queens-based driving school, T&E Driving School, which bribed examiners at the New York State Department of Motor Vehicles (DMV) on Staten Island to fast-track driver's licenses for illegal immigrants. The scheme allowed many individuals, including those with no driving experience or English proficiency, to obtain licenses without passing the required tests. Prosecutors reported that the fraudulent activity resulted in the issuance of hundreds or possibly thousands of licenses. The investigation, dubbed "Operation Road Test," led to multiple arrests of individuals involved in the pay-for-license scheme. The scheme predominantly involved undocumented Chinese immigrants. Separately, four former NYPD top officials, including former Police Commissioner Edward Caban, have filed lawsuits against New York City Mayor Eric Adams and associates, alleging corruption and cronyism within the police department. One lawsuit claims that promotions were sold for up to $15,000 each, raising concerns about internal misconduct and the handling of investigations.
