New York City officials are advancing a set of measures that aim to formalize and police the use of electric micromobility vehicles across the five boroughs. The Parks Department said it will begin the rule-making process to permanently allow e-bikes and stand-up e-scooters on park drives and greenways, extending a 2023 pilot that opened Central Park, Prospect Park and other routes to the vehicles. The proposed rules would cap speeds at 15 miles per hour and continue to prohibit heavier mopeds. To strengthen oversight, Mayor Eric Adams has set up a Department of Sustainable Delivery within the Transportation Department. The new unit will monitor commercial cyclists, enforce equipment standards and crack down on illegal moped and e-bike riding. City Hall is also pressing the Council for authority to revoke the licenses of delivery-app platforms that push unsafe delivery times. Enforcement is already ramping up: municipal officials said dozens of additional officers will be deployed to target hazardous riding and unregistered vehicles, complementing the new department’s work. Supporters, including labor advocates for delivery workers, say the rules will give low-carbon transport a clearer legal footing, while critics warn that faster traffic in parks could endanger pedestrians. The Parks and Transportation departments plan to gather public comments before finalizing the regulation. If adopted, the changes would align park rules with citywide bike-lane standards and form the backbone of a broader strategy to accommodate surging delivery demand while improving street safety.
