HUD said limited exceptions will remain where other federal statutes require accommodations, including under the Americans with Disabilities Act and the Violence Against Women Act. Civil-rights advocates and the union representing HUD employees contend the change conflicts with Title VI of the Civil Rights Act, which obliges federal agencies to offer meaningful access to people with limited English proficiency, and signaled they are preparing legal challenges.
