The Trump administration has continued its legal efforts to enforce executive orders targeting prominent law firms, despite multiple judicial setbacks. On June 30, 2025, the Department of Justice announced it would appeal a U.S. District Judge Beryl Howell’s permanent injunction that blocked an executive order against the law firm Perkins Coie LLP, ruling the order unconstitutional. This appeal to the U.S. Court of Appeals for the DC Circuit follows four prior rulings in favor of law firms challenging similar executive orders. Subsequently, on July 21, 2025, the administration also appealed a ruling that struck down an executive order targeting Jenner & Block, related to the firm’s previous employment of a prosecutor involved in the special counsel investigation of Trump’s 2016 campaign. These actions demonstrate the administration’s persistence in pursuing punitive measures against law firms it perceives as adversaries, despite consistent defeats in federal courts.
