President Donald Trump on Thursday, Aug. 28, signed an executive order ending collective bargaining rights for federal unions in agencies he classified as having national-security missions, including NASA, the Patent and Trademark Office, the National Weather Service and several commerce and satellite offices. The directive immediately nullifies existing labor contracts and bars future negotiations at the affected workplaces. The move expands a March order that had already curtailed federal-sector bargaining. By designating the offices as security-related, the White House said it may exempt them from the Federal Service Labor-Management Relations Statute, which otherwise guarantees union representation for most civilian employees. Labor organizations condemned the decision. AFL-CIO President Liz Shuler called the measure “an attack on workers” and said the federation will sue to restore collective bargaining rights. Area unions are also mobilizing demonstrations across the country ahead of the Labor Day weekend. In a separate action the same day, Trump signed a presidential memorandum directing agencies to stop what the administration termed the improper use of federal grants for political lobbying, ordering tighter oversight of grantees’ advocacy activities. The twin orders are expected to fuel unrest at holiday rallies. A coalition led by the AFL-CIO says hundreds of “Workers Over Billionaires” protests are scheduled for Sept. 1, including more than 50 events in Florida alone, as unions seek to spotlight what they describe as a widening assault on workplace rights.
