France’s National Assembly has approved the compromise text of the government’s “refondation” bill for Mayotte, clearing the way for final parliamentary adoption after a concluding vote in the Senate scheduled for 10 July. The lower house endorsed the version negotiated with senators in a joint committee (CMP) on 9 July, one week after it had backed the draft in first reading by 367 votes to 109. Presented by Overseas Minister Manuel Valls as a “historic” response to December’s cyclone damage and chronic social strains in the Indian-Ocean department, the six-year programme earmarks almost €4 billion for housing, health, water infrastructure and public services. It also accelerates social alignment with mainland France, raising the local minimum wage to 87.5 % of the national SMIC from January 2026 and setting a timetable for higher pensions and family benefits. The text strengthens powers of the prefect, tightens rules on residence permits and fast-tracks expulsions of undocumented migrants—provisions hailed by the Rassemblement National but criticised by ecological, socialist and left-wing groups for an “obsession” with immigration. Government and centre-right parties argue the measures are essential to fight illegal housing and insecurity. Once the Senate confirms the CMP deal, the bill will become the framework for Mayotte’s reconstruction and institutional overhaul.
