German federal prosecutors have indicted an American citizen, identified as Martin D., on allegations that he offered to pass sensitive U.S. military information to Chinese intelligence. The indictment, filed on 13 August and announced on Monday, accuses the former U.S. Defense Department contractor of repeatedly approaching Chinese state bodies during the summer of 2024 and declaring his willingness to spy for them. Martin D., now in his late thirties, worked for a civilian contractor to the Pentagon from 2017 until early 2023 and was stationed on a U.S. military base in the central German state of Hessen from at least 2020. He was arrested in Frankfurt on 7 November 2024 and has remained in pre-trial detention since, according to the Federal Public Prosecutor’s Office. Prosecutors said no classified material was transferred before the arrest, but the case is being treated as a particularly serious instance of intelligence activity under §99 of Germany’s criminal code. The Koblenz Higher Regional Court will decide whether and when the case proceeds to trial. The investigation comes amid heightened European and U.S. scrutiny of alleged Chinese espionage operations.
