India’s Ministry of Information and Broadcasting on Thursday released draft amendments to the 2014 Policy Guidelines for Television Rating Agencies, seeking to open the sector to new entrants and update audience-measurement methods for the streaming era. The proposal deletes clauses that barred cross-holdings between rating firms and broadcasters or advertisers and lifts other entry restrictions that have left the market effectively controlled by a single player, the Broadcast Audience Research Council. The ministry said the overhaul is aimed at fostering competition, attracting investment in modern technologies and capturing viewing on smart TVs and mobile devices that current systems miss. India has about 230 million television households, yet ratings today rely on roughly 58,000 people-meters—only 0.025% of homes—raising questions about representativeness. Stakeholders can submit feedback on the draft until 1 August. In a parallel move to broaden media competition, Information and Broadcasting Secretary Sanjay Jaju announced that an e-auction for 730 FM radio channels across 234 cities will begin later this month under Phase III of the private FM policy. The cabinet approved the auction with a combined reserve price of nearly Rs 785 crore.
