The Indonesian Ulema Council (Majelis Ulama Indonesia, MUI) of East Java has officially issued a fatwa declaring the use of "sound horeg," a high-powered audio system characterized by extreme volume levels, as haram (forbidden) due to its harmful effects on health, the environment, and social well-being. The council urged local governments to implement strict regulations against sound horeg activities. In response, the East Java MUI also requested the Ministry of Law and Human Rights to withhold legal recognition and intellectual property rights (HAKI) for sound horeg. Several local government officials have taken varied stances: Lumajang Regent Indah Amperawati permits sound horeg under certain conditions, including lowering the volume, while Malang city authorities have banned the use of sound horeg entirely following public complaints about noise disturbances. Meanwhile, the Bangkalan Regent stated that sound horeg is acceptable as long as it does not disturb the community. The controversy has led to incidents such as a reported assault on residents protesting sound horeg in Malang.
