Kenya’s Ministry of Education has ordered all public universities to cut tuition fees across every academic programme, with the new schedule to take effect on 1 September 2025. Institutions have been instructed to adopt the revised charges immediately in time for the 2025/26 academic year. Announcing the move, Education Cabinet Secretary Julius Migos Ogamba also said the annual allocation to the Higher Education Loans Board will rise to Ksh 41 billion, up from Ksh 36 billion. Of the additional funding, Ksh 13 billion is earmarked for student tuition and upkeep while Ksh 16.9 billion will be channelled into scholarships through the Universities Fund. The ministry plans to start disbursing HELB loans for first-year students on 15 August and expects the expanded package to support roughly 201,000 new university entrants, more than 237,000 trainees at technical colleges and 257,000 continuing students under the Student-Centred Funding Model. Ogamba said the measures aim to ensure no qualified student is forced out of higher education for lack of money.
